Abstract : The C@pucine (Citizen Smart Card) project presented in this proposal is the result of a social initiative aiming to mobilise
European citizens, associations, companies and public organisations to create, promote and experiment a Citizen smart Card system
which will benefit all European citizens and families. During this project, a complete study will be made on the requirements and needs
of European citizens and families in terms of social, administrative and business applications. This work will lead to the definition of the
system and of technical architectures to develop the initiative at European level. This will be achieved through the contributions
provided by a network of European family associations, NGO' s and cities of the digital city network.

Criteria description |
Score |
Score comments |
1 |
Scientific/technological quality and innovation |
2 |
The objectives of the project are vague, lacking detail. Methodologies are
not defined, which is important in this type of project, and the roles of four
of the participants are not clearly defined. |
2 |
Community added value and contribution of EC policies |
3 |
The impact of this project could be very high, contributing significantly to
adding value to the European Community, but there is a real risk that the
desired results will not be achieved due to the weak methodology and the
lack of detail about the way in which the work is to be carried out. |
3 |
Contribution to Community social objectives |
3 |
The project will have only an indirect impact on Community social
objectives; even if it succeeds well. Eventually, in the longer term, it will
facilitate the movement of employees between European states. |
4 |
Economic development and S&T prospects |
3 |
If families throughout Europe assimilate and use the technologies, the
project will have an impact on the European marketplace. The proposal did
not make clear how the consortium expects to achieve its desired results,
and the evaluators had doubts about the ability of the project to deliver. |
5 |
Resources, partnership and management |
2 |
Some resources have been included in this proposal inappropriately. Much
of the work planned for determining the ‘state of the art’ in this field has
already been done, and the results are known from other EU project
reports. This could result in an overestimated budget by some 30-40 %. |
